The Regulatory Office for Network Industries (URSO) adopted an updated Concept for protection of consumers who fulfil conditions of energy poverty for the period of 2017 – 2021. The competent authorities have not yet presented concrete legislative measures which should address energy poverty in Slovakia, in spite of the fact that several of them promised to come up with a specific solution by the end of this year. The regulator admits that the major problem in solving energy poverty is to define it, measure its level and identify people who need help with energy bills. „The energy poverty concept must be connected with already existing policies, in particular the state’s social policy and energy efficiency concept. The socio-economic analysis, society-wide discussion and quantification of the impacts should precede it. The proposed solutions shall not in any way disproportionately burden other market participants,“ the regulator stated in the new concept.
