BRATISLAVA, October 13, (WEBNOVINY) — Providing subsidies from state budget should become more effective and more transparent; the Cabinet has approved a proposal of Finance Minister Ivan Miklos on Wednesday based on which the processes related to allocation of subsidies as well as the way of releasing information about subsidies will change. One of the measures aimed at increasing objectivity of decisions on allocating subsidies should be the introduction of a system of anonymous assessment of individual applications or creation of an advisory commissions at individual ministries. The ministers should apply these proposed changes into practices in their departments as of the beginning of next year.
Making the allocation of subsidies more transparent should be also achieved by introducing a unified system of making information on subsidies public. On their websites, the ministries should create direct references to information regarding legal norms on subsidies, approved budget for subsidies and calls for submitting applications. The ministries should also release approved applications together with sums of requested and provided resources as well as a list of rejected application and the assessment of the results of already allocated subsidies. In the future, releasing information about subsidies should be centralized.
Last year, subsidies in overall volume of more than EUR 304 million were allocated from the state budget. The biggest provider was the Economy Ministry with the sum of more than EUR 57.5 million. This year, some EUR 199.5 million is budgeted for all budget chapters together.
