BRATISLAVA, October 18, (WEBNOVINY) –Transport Minister Jan Figel says that the talks with a concessionaire on terms of realization of the third package of PPP projects for construction and operation of D1 highway stretches 31 kilometers long, in proximity of Zilina are intensive, constructive and hopeful in view of overall agreement. “The agreement has to be beneficial for both the concessionaire representing companies and banks as well as for the state“, underscored Figel. According to him, it is the most difficult highway section among the difficult and of key importance for the future of the whole highway network and mainly of D1 highway. The transportation minister met with journalists on Monday to assess the first 100 days of the new government. The deadline for the financial closure of this project expires at the end of October. It should be built by the concessionaire company Zilinska Dialnica.
The winner of the tender to implement the third PPP project for D1 highway construction near Zilina is to build the section for EUR 4.204 billion ex-VAT. The sum includes the price for projecting, construction, financing, operation and maintenance of four highway stretches in total length of 30.7 kilometers: Hricovske Podhradie – Lietavska Lucka (11.3 km), Lietavska Lucka – Visnove (5.4 km), Lietavska Lucka – Zilina (5.9 km) and Visnove – Dubna Skala (8.1 km). Construction works alone should cost EUR 1.99 billion ex-VAT. The concession period is 30 years and starts the moment the construction works are completed. The state should pay a total of EUR 8.545 billion to the concessionaire within 30 years of the concession period. The planned annual payment of the state to the concessionaire is EUR 277 million ex-VAT. The concessionaire was originally supposed to preliminarily open the first two sections of the highway for drivers in the spring 2013. The two remaining sections were planned to be completed in the fall of 2014, except for the eight-kilometer long tunnel Visnove – Dubna Skala.
