BRATISLAVA, September 22, (WEBNOVINY) — Public administration institutions will be obliged to post all contracts related to state finances or public property on the Internet as of January 1, 2011, pursuant to the revision to the Civil Code approved by the Cabinet Wednesday. The contracts will then take effect a day after the release. “The proposal gained support without any remarks, so I believe that the subsequent legislative process will be similarly successful,” said Justice Minister Lucia Zitnanska. The revision will now be submitted to parliament.
Public institutions will be able to withdraw from the contracts during a ten-day period of the entry into force without providing reasons for this decision. If the contract spells out compensation for the event of withdrawal, it will not be effective. The new rules, part of the Cabinet’s measures to counter corruption, should ensure transparent and thrifty use of public property and finances.
Contracts concluded by ministries, central bodies of public administration, public service institutions and fully or partly budget subsidized organizations under their jurisdiction will be released in the Central Register of Contracts, operated by the Cabinet Office of the Slovak Republic in electronic form. Other institutions will have to post the contracts on their websites; if they do not have any, the documents will be published in the Commercial Bulletin free of charge.
