Parliament Limits Support to Renewable Energies

BRATISLAVA, December 15, (WEBNOVINY) — On Wednesday, the Slovak Parliament approved an amendment to the law on support for renewable energy sources that aims to mitigate the impact on retail prices of the mandatory purchase by distributors of electric power produced from renewable energy sources and from combined heat and power generation. The draft was submitted by SaS deputy Ludovit Jurcik. In addition to other issues, the amendment changes the support to electricity generation from solar power plants. The bill stipulates support for solar energy limited to equipment located on rooftops or walls of buildings with up to 100 kilowatts of installed capacity. “The proposal reduces the impact potentially caused by excess photovoltaic power installation on the final price”, the accompanying report to the draft states.

The draft is to enable the regulatory authority to reduce the wholesale price of electricity generated using renewable sources by more than the currently permitted 10 percent, for example when prices of installed technologies decrease. The installed capacity should be reduced from which the distribution company takes over responsibility for deviation. „The draft amendment transfers responsibility to the producer with an installed capacity of over one megawatt, thereby achieving that system costs do not increase so significantly and burden electricity prices,“ says a report to the draft amendment. If the president signs the bill into law, the regulator will be obliged to monitor the return of investment into RES, which may not be shorter than twelve years.

According to Economy Minister Juraj Miskov, the approved legislation, which tightens the regulation of the sector, is to prevent speculative capital from coming to the Slovak market with renewable energy sources and benefiting from weak regulation.
